BUILDING CAPACITY FOR RIGHTS: DEMOCRACY AND DEVELOPMENT
Reporting from WITS University Johannesburg, South Africa.

OBJECTIVE:
- Reach a common understanding of rights based approaches to development.
- Develop Practical approaches to functional rights based approaches in advocacy and development programs.
- To build capacity for advancing rights within development and activist organizations.
The major thematic area was Gender Equality.
The UN common agreement on Human Rights Based Approaches in 2003 has been influential in classifying the basic operational principles of rights based approaches. These principles include a focus on rights, accountability, participation, empowerment and non-discrimination.RBAs emphasize a focus on accountability of duty-bearers the state as the major duty-bearers and also non-state actors; also focus on participation i.e. inclusion of the people in decisions affecting them as a right in itself and as means to ensure accountability; empowerment and non-discrimination by giving attention to the rights of vulnerable groups such as women, minorities and indigenous groups.
